Amendment IX

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.


The 9th Amendment simply states that other rights, aside from those listed, do exist and just because they are not listed doesn't mean they can be violated. for example you are allowed to pet your dog as many times and how ever much you'd like to.

A humorous, quick and accurately way to describe the 9th amendment's attempt at trying to make it clear that we have rights even if they are not listed previously.
